The American Governance Institute responded to a request for ideas from the Committee on House Administration’s Subcommittee on Modernization and Innovation with 21 proposals to shape its work over the coming years. AGI’s submissions reflect our vision for a Congress that has the capacity, independence, resources, and organization to be the people’s voice in governing.
The subcommittee made the request to congressional and external stakeholders at it wraps up its work of implementing the 202 recommendations issued by the Select House Committee on the Modernization of Congress, which explored various challenges facing the chamber and Congress from 2019 through 2023. We at AGI were deeply engaged in “ModCom’s” efforts as part of the “Fix Congress” cohort of civil society organizations.
These new proposals explore five directions for future reform, including: strengthening the knowledge resources available to members and staff; bolstering congressional operations and workplace; improving public engagement through technology; protecting congressional constitutional prerogatives; and exploring the creation and reorganization of offices to contribute to modernization.
